The City of Granite Shoals strives to meet the highest standard for on-line financial transparency by providing clear, consistent pictures of spending and by sharing information in a user-friendly format that helps our taxpayers understand how our tax dollars are spent.

Looking ahead to the Budget for Next Year - Oct. 2017-Sept 2018. The City Council has agreed to the following City Council meeting schedule for the 'Budget Season'.  Essentially, the Council has agreed by consensus that they wish to adhere to these key dates this Spring and Summer when meeting on the topic of the Budget or the Tax Rate. 

The City Council has held a Special Budget Retreat on May 19, 2017 to discuss priorities for the upcoming (17-18) Budget Year.  The Council also met July 18th and August 1st to discuss preliminary budget and tax rate issues.  On Thursday, August 10, 2017 the Council met in a Special Budget meeting at a special time 5PM, earlier than normal, to receive the proposed budget from the City Manager including his City Manager's Budget letter.  This is what was reviewed.  This proposed budget is the official proposed budget as filed with the City Secretary 8-9-2017.   On page 11 of this packet, you will note the tax rates as computed for this year.   The city's official newspaper, the Highlander News, published the Notices of Public Hearings for both the proposed budget and proposed tax rate.  These Public Hearings will be on Thursday, August 24, 2017 and Thursday, August 31, 2017.  The City Council has called a Special Meeting on Thursday, September 7, 2017 to consider adoption of the proposed budget and the proposed tax rate.  Citizens are encouraged to attend budget meetings and Public Hearings and have your voice heard.  If you cannot attend, yet wish to submit a comment or question, please contact City Manager Ken Nickel at .

Public Hearings on Budget
At the Special Called Meeting of City Council held on August 24, 2017 at 6 PM, the First of the required Public Hearings on the Tax Rate was held, and the First Budget Hearing (only one is required by charter; but two are held) was held.  Here is the PowerPoint presentation for the Budget and the Tax Rate.  It is in .pdf format here.   The Budget was passed on September 7, 2017.  It will go into effect on October 1, 2017.  You can see it (Ordinance #717) here.  The Tax Rate for property taxes in the City of Granite Shoals was adopted by Ordinance #718 you can see it here.  



Budget --- Fiscal Year (FY) 2016-2017 and 2016 Property Tax Rate 
  

The City Council has a City Budget - It was adopted on Friday, September 16, 2016. Here is Ord. 699, which adopts the budget that will begin October 1, 2016 and go through September 30, 2017. It contains the City Manager's Budget Message.
The City Council held Public Hearing(s) on the Budget for FY 2016-2017 and the 2016 Property Tax Rate, respectively. These were held on August 23, 2016.  Here is the Powerpoint presentation updated for the August 23, 2016 Public Hearings.  They held the second Public Hearings on Wednesday, September 7th at a Special Called meeting.  They will consider the Ordinances to approve the next year's budget and 2016 Tax rate at a Special Called meeting on Friday, September 16, 2016. Here are the official Notices of the Public Hearings for the Budget and the Tax Rate.  

The City Manager presented his original proposed budget to the City Council for FY 2016-2017 at the City Council Meeting on August 9, 2016.  Finance Director Gholson gave a presentation regarding both the proposed draft of the Budget, and the proposed corresponding tax rate.  Her presentation is here.  The presentation is annotated, it is linked to pages in the 'detail' proposed budget (the line item budget draft).  This line item budget is here.  

Mr. Stan Hemphill is the Chief Appraiser at the Central Appraisal District.  He calculated the tax rates for the City of Granite Shoals for 2016.  Here are his worksheets.

Annual Financial Reports (Audits) 
The City of Granite Shoals is required to have an independent audit each year.   For three years,2012-2014, the auditing firm of DarilekButler of San Antonio conducted the audits.  For the most recent two audits, BrooksCardiel is now the city's auditing firm under contract.

Tax Rate
Here is Ord. 700 which sets the property tax rate for 2016.
Here is Ordinance 672 Adoption of 2015 Tax Rate for City of Granite Shoals.  


For a multi-year history of the ad valorem (property) tax rate for the City, the Burnet Central Appraisal District has a chart on their website.  (Note: This link will take you away from the City website.) 

The City of Granite Shoals contracts with the Burnet County Central Appraisal District for tax collection.  With questions regarding your tax bill for the City, you may contact the office of the Chief Appraiser, Stan Hemphill.  The Burnet CAD has a presence on the internet, the main page is at http://www.burnet-cad.org/index.htm.   


Sales Tax 
The City of Granite Shoals dedicates a portion of the Sales Tax collected in the city for Street Maintenance.  
The City Council of Granite Shoals called a Special Election (ballot.) for May 9, 2015 and voters approved  a proposal to levy a Special Sales tax for property tax reduction.  

On January 26, 2016, the City Council adopted Ord. 681, which called a Special Election for Sales Tax Levy to be placed before the voters at the May 7, 2016 Special City Election.  This election will consist of two Propositions, you can view these as Exhibit 'A' attached to Ord. 681.

Bond Rating
Similar to the credit rating that a person would have, a city has a bond rating.  Our most recent bond rating review was done in June 2016.  Here is the report. 

             Financial Policies 
City Council makes decisions about how taxes are raised (tax rate ordinances), how it is spent (budgets) and how it is invested.  The Financial Goals and Policies were passed May 13, 2014 by Resolution #446.   The current Investment Policy was adopted by City Council in December 2015 as Resolution #502.
