Lake Debris Handling in Granite Shoals  (posted 01/10/2008)

Burning Not Allowed on the Lakebed

On January 8, the Texas Commission in Environmental Quality (TCEQ) denied the city’s request to allow our residents to burn on the lakebed.  Burnet County and Llano County had joined our request, but even with involvement of the counties, State Senator Troy Fraser, State Representative Jimmie Don Aycock and the Governor’s office on our side, the TCEQ continues to prohibit the burning of flood debris below the 825’ normal pool elevation of the lake.  This means that the material must be brought above that level before it can be disposed.  The city and Burnet County have asked for reconsideration, but the city is not optimistic that we will get a different answer from the TCEQ.

City Is Offering Disposal Site for Individual Residents

The city will make available land adjacent to our airstrip for individual residents to bring organic and natural debris removed from the lake bottom. Two areas will be provided, one area for trees, logs and driftwood and one area for silt.  The airstrip is located off Forest Hills Drive, between Mystic and Green Forest (2 blocks west of Prairie Creek), near the city’s animal control facility.

Private contractors must enter into a written agreement with the city to use the land adjacent to the airstrip, and should contact Ken Francis at 830-598-2424, ext. 3, for details.

Signs are posted on the east and west sides of the airstrip indicating where the material may be brought.  Below are the rules for disposing of debris adjacent to the airstrip. 

n     Debris may only be brought during daylight hours; entrance to the facility will be locked in the evening

n     Absolutely no hazardous, industrial, construction or demolition debris will be allowed

n     Only Granite Shoals property owners (proof of ownership required with utility bill or drivers license) may use the areas adjacent to the airstrip

n     Anyone bringing hazardous, industrial, construction or demolition debris to the airstrip, or bringing any material after dark, or unauthorized contractors, will be subject to prosecution for littering and illegal dumping; the city will be monitoring the site and patrolling after hours

n     Trees, logs and driftwood longer than 12” in length, and all other solid waste must be separated from silt

n     Trees, logs and driftwood may only be placed on an area on the east side of the airstrip near the stockpile of shredded wood

n     No yard or tree trimmings are allowed; only trees, logs and driftwood from the flood and lake are allowed

n     Silt, free from trees, logs and driftwood, may be brought to an area on the west side of the airstrip

n     No debris or silt may be placed on the airstrip, nor may anyone drive over the airstrip

Property owners in the city will be offered the opportunity to load the resulting mulch free of charge for their gardens and yards.

Lake Lowering Commenced on January 2, 2008

As we have previously noted, the LCRA has consented to our request that Lake LBJ be lowered this winter.  Under existing policy, the earliest the lake could be lowered was 2009, and we are appreciative that the LCRA’s board approved the early lake lowering.

The LCRA is lowering the lake for 8 weeks, which is longer than the usual 4-6 week periods of past years.  The LCRA commenced the drawdown on January 2, 2008, and has lowered the lake by 5 feet.  Five feet is lower than the usual drawdown of 3-4 feet, and again, we appreciate the assistance.  The LCRA will begin refilling the lake on February 25, 2008.   Flood events or other unforeseen circumstances may require the raising of the lake sooner than the 25th.

Dredged Material Removal and Repairs

The LCRA has issued what they call a “Lakewide Permit” that allows waterfront owners to repair existing retaining walls, boat slips, boat ramps and/or maintenance dredging of up to 2,000 cubic yards of material.  The permits are free of charge, and are available at Granite Shoals city hall, 410 N. Phillips Ranch Road and at the Marble Falls LCRA Office, 500 North 281 Highway, Marble Falls.

Residents who plan to do maintenance should be prepared to remove materials and equipment on short notice if the lake needs to be refilled in an emergency, such as a flood. LCRA officials emphasize that the lake may have to be refilled quickly in a flood or if hydroelectric generating units need to be operated on the upper Highland Lakes in a weather emergency.

New Construction

New construction work on the lake within the Granite Shoals city limits will require permits from the city’s building department.  Please stop by city hall to obtain a permit, or call 830-598-2424 for questions.

Further, new construction of features such as retaining walls, boat ramps or channels is not allowed under the LCRA’s lakewide permit. All projects not covered by the lakewide permit will fall under LCRA's Dredge and Fill Standards. Property owners can call LCRA at 1-800-776-5272, Ext. 3597 to get information about LCRA's Dredge and Fill Standards or to ask questions about the lakewide permit.

Burn Ban in Effect

Remember that a burn ban is in effect for the city limits of the city of Granite Shoals, and both Burnet and Llano Counties have issued burn bans for the unincorporated areas.  If weather conditions improve, the burn ban may be lifted.
