City Manager
Jeffery D. Looney 

Mr. Looney was appointed City Manager by the City Council by unanimous vote on August 21, 2018.  Mr. Looney was most recently the City Administrator for the City of Fairfield, Texas.  

The official press release read: 

At their Special called meeting on Tuesday evening, August 7, 2018, Granite Shoals City Council unanimously voted to offer an employment contract to Jeffery D. Looney to be the next City Manager for the City of Granite Shoals, contingent upon satisfactorily passing a background check and successful negotiation of the contract.     

Mr. Looney was the successful candidate out of the 23 that applied for the City Manager vacancy.  He has a Masters Degree in Public Administration from the University of North Texas, and a Bachelors of Science in Education from Baylor University.  He has 33 years of experience in management at the state and local levels.  He was most recently employed for nine years as the City Administrator for the City of Fairfield, Texas.  He has experience as City Administrator for the City of Teague, Texas from 2000-2007.  He worked for two years in Colorado for the Town of Rangely as Town Manager from 1998-2000.

In addition to City Manager experience, Looney has experience as a Municipal Judge for the City of Mexia, Texas from 1992-1995 as a part time job.  He was an Administrator with Blackland Mental Health and Mental Retardation Center in Mexia, Texas from 1985 – 1996. 

The City of Granite Shoals voters adopted a city charter which established the position of City Manager in 2006.  The City Manager is an appointed position, answering directly to the City Council.  The City Manager is the Chief Administrative Officer of the City and as such is responsible to the City Council for administration of all the affairs of the City, with only those exceptions that are named in the Charter.

When the City Council issued the job advertisement in March, it stated that Council desired ‘...energetic leadership and the ability and willingness to be a part of the community and to lead economic development and utility infrastructure projects.  A “hands on” management style is essential as are municipal finance and budgeting knowledge and skills’….

The position of City Manager came open on March 1, 2018, after the resignation/retirement of Ken Nickel. 

Since Nickel’s departure, the City has retained the services of Marvin Townsend as Interim City Manager.  Mr. Townsend also served for four months as Interim City Manager in 2013.  Mr. Townsend is under contract through TexasFirst Group, a firm that specializes in providing temporary employees for specialized Municipal leadership positions. 

Mr. Looney and his wife currently own a home in Teague.  They have grown children. ###

Assistant City Manager Peggy Smith 

Peggy Smith was Acting City Manager upon the resignation of Ken Nickel on February 27, 2018.  Smith's official title is Assistant City Manager and Utilities Director.
