The city secretary is an officer of the city, appointed by City Council. The position of city secretary is a statutory position required by state law and the Charter of the City of Granite Shoals.

In addition to the statutory duties of the position, the City Secretary serves as the elections administrator, website updater, Human Resources Manager and public information officer.

City Records / Open Records Requests

The city secretary serves as official custodian of all city records, i.e. ordinances, resolutions, deeds, agreements, bid contracts, minutes of meetings of the city council, boards, commissions and committees, Code of Ordinances, the City Charter and a vast array of other historical and regulatory information.   If you would like to make an Open Records Request please print out this Open Records Request Form, complete it and return it to the City Secretary.  With any questions about Open Records, call Elaine Simpson at 830-598-2424 x 303.

Meeting Agendas & Packets
The City Secretary’s Office is responsible for the posting, preparation, and dissemination of City Council, board, commission and committee meeting agendas and packets. The city secretary must attend all Council and Committee meetings and keep accurate minutes of the proceedings, engrossing, and enrolling all laws, ordinances, and resolutions of the City Council.

Peddler Permits / Vendor Permits 

The City Secretary's Office processes applications for Door-To-Door sales and Vendor carts, etc.  The required application is here.     There are several requirements for one to secure a Peddlers Permit.   Door-To-Door sales is slightly different from sales from a vehicle.   
For Door-To-Door sales: 
  • Hours are strictly enforced.  
  • On the application, please include the make, model and description of the vehicle that will be in the neighborhoods. 
  • Provide proof of insurance for the vehicle.  

For sales from a parked vehicle: 
  • The owner of the property must provide a signed permission form for you to sell from his/her property. 
  • You must provide a diagram of the property to indicate where the customers will park, and where they will have restroom facilities.  

For both types of Peddler Permits: 
The fee is $100.00 for one year.  $10.00 for each additional person who will be selling/present. 
The City of Granite Shoals requires that a Texas Sales Tax number be provided on the Peddlers Permit application.   This number is issued by the Texas State Comptroller.  

The City Secretary's Office does not handle Food Service/Food Handler permits.  

The Granite Shoals police respond to reports of selling in the city limits without a permit.   

Other duties 
The city secretary does some special event planning, acts as photographer for the city website (flower pictures on this page are photo credit Elaine Simpson), (occasionally) writes grant applications, maintains the city seal and attests all city documents.  She is responsible for administering oaths of office, receiving most bids and attending most bid openings.

Professor William Bennett Munro, eminent political scientist, wrote: "No other office in municipal service has so many contacts and contracts as the City Secretary. It serves the mayor, the city council, the city manager (when there is one), and all administrative departments without exception. All of them call upon it, almost daily, for some service or information. Its work is not spectacular, but it demands versatility, alertness, accuracy, and no end of patience. The public does not realize how many loose ends of city administration this office pulls together" (1934).

City Secretary position/ City Clerk position 'in a nutshell': “Functioning much like the Secretary of State, the City Secretary/Municipal Clerk is the local official who maintains the integrity of the election process, ensures transparency and access to City records, facilitates the City’s legislative process, and is the recorder of local government history.  The City Secretary acts as the compliance officer for federal, state, and local statutes, including the Open Meetings Act and the Public Information Act, and serves as the filing authority for campaign finance reports and financial disclosure statements.”
