The City of Granite Shoals strives to meet the highest standard for on-line financial transparency by providing clear, consistent pictures of spending and by sharing information in a user-friendly format that helps our taxpayers understand how our tax dollars are spent.

At the July 28, 2020 City Council Regular Meeting, the Council heard from Mr. Matt Weatherly regarding the results of a salary survey of city positions/compensation conducted by Public Sector Personnel Consultants. The report is here.  This report was commissioned by City Council at their meeting on April 28, 2020.  

 At the June 20, 2020 Budget retreat, the Police and Fire Departments presented their budget 'wish lists' for 2020-2021.  At the Special Called Budget meeting for June 29, 2020 Assistant City Manager Peggy Smith presented the departmental budget requests for Streets and Parks  and for the Utility Department. 

City Council Adopts FY 2020-2021 City Budget and 2020 Property Tax Rate Ordinances on 9-8-2020 
City Council approved the Budget for Fiscal Year 2020-2021 as Ordinance 798 with exhibit on 9-8-2020.  
City Council approved the 2020 Ad Valorem Tax Rate by Ordinance 799 on 9-8-2020.

Annual Financial Reports (Audits) 
 The City of Granite Shoals is required to have an independent audit each year.   For the most recent three audits, BrooksCardiel (now BrooksWatson) has been contracted to be the city's auditing firm. For the three years before (circa   2012-2014)  the auditing firm of DarilekButler of San Antonio conducted the audits.  

Audit 2019 (FY 2018-2019) as considered and accepted by City Council at their meeting April 21, 2020 from Mr. Louis      Breedlove, the audit manager.

Tax Rate

For a multi-year history of the ad valorem (property) tax rate for the City, the Burnet Central Appraisal District has a chart on their website of Granite Shoals and other entities for the last five years (Note: This link will take you away from the City website.) 

The City of Granite Shoals contracts with the Burnet County Central Appraisal District for tax collection.  With questions regarding your tax bill for the City, you may contact the office of the Chief Appraiser, Stan Hemphill.  The Burnet CAD has a presence on the internet, the main page is at  http://www.burnet-cad.org/index.php/

The City of Granite Shoals tax is just a portion of the taxes that are levied against a property within the city limits.  Here is a sample of a typical piece of property within the City Limits of Granite Shoals for Year 2018 Tax Rates:

Sales Tax 
The City of Granite Shoals dedicates a portion of the Sales Tax collected in the city for Street Maintenance.  
The City Council of Granite Shoals called a Special Election (ballot.) for May 9, 2015 and voters approved  a proposal to levy a Special Sales tax for property tax reduction.  

On January 26, 2016, the City Council adopted Ord. 681, which called a Special Election for Sales Tax Levy to be placed before the voters at the May 7, 2016 Special City Election.  This election will consist of two Propositions, you can view these as Exhibit 'A' attached to Ord. 681.

Bond Rating
Similar to the credit rating that a person would have; a city has a Bond Rating.  The most recent bond rating review was done June 2020 and the City maintains their AA- rating.  Here is the report.   March 2019 recent bond rating review by Standard and Poors rating agency revealed that the City has been increased two steps to AA-.  Here is the report. from March 12, 2019.   The previous most recent bond rating review was done in June 2016.  Here is the report. 


             Financial Policies 
City Council makes decisions about how taxes are raised (tax rate ordinances), how it is spent (budgets) and how it is invested.  The Financial Goals and Policies were passed May 13, 2014 by Resolution #446.  The current Investment Policy was adopted on February 26, 2019 as Resolution #610.  It went through annual review process and was reviewed 2020 and approved by City Council on July 14, 2020.   At the City Council Regular Meeting of June 23, 2020, the Council adopted a policy on Securities Law Compliance and Disclosure. (This policy will affect the Water Bonds issued 2020.)  Currently the City Council is considering a Purchasing Policy.    On July 21, 2020 the City Council adopted a formal Purchasing Policy for the City of Granite Shoals.  It can be found as Ordinance #794.
