The City of Granite Shoals strives to meet the highest standard for on-line financial transparency by providing clear, consistent pictures of spending and by sharing information in a user-friendly format that helps our taxpayers understand how our tax dollars are spent.

Budget for Fiscal Year 2018-2019 starts October 1, 2018 and goes to Sept 30, 2019 The 2018-2019 Fiscal Year for the City started October 1, 2018 and will end September 30, 2019.  First, the City Council adopted a schedule of budget meetings.  The first was held Tuesday, July 31, 2018 at 6 PM.    The next one after was August 7, 2018.

  • Our tax rates were calculated for the 2018-2019 budget year - also by Chief Appraiser Stan Hemphill.  His calculated rates are here.  His worksheets are here.  
  • At the August 14, 2018 Council Meeting the Council set a 'Not to Exceed' proposed tax rate.  Here is the Notice that was published in relation to the Tax Rate(s) and the Public Hearings thereon.  
  • The Notice for the Public Hearings on the 2018-2019 proposed City Budget is here.  Additionally, you will see with this Notice, the 8-14-2018 version of the 'impact' budget form.  This is a form that the City Council is using this year, updating as the budget process goes along, to attempt to 'track' the changes that will occur from current budget year to this upcoming (18-19) budget.  
  • Budget / Tax Rate Notices for the Public Hearings were posted on the city bulletin boards August 17, 2018.  They were published in the Highlander News on August 21st, and September 4th.  
  • The version of the Proposed Budget reviewed on August 28th at the Public Hearing is here.  
  • The Public Hearings were held for both Budget and Proposed Property Tax Rate(s) on Tuesday, August 28, 2018, and Tuesday, September 11, 2018, respectively. 

City Council met in a Special Called Meeting on September 18, 2018 to adopt the FY 18-19 Budget and Tax Rate.  

The Budget passed as Ordinance 743.  
The Tax Rate passed as Ordinance 744.

Annual Financial Reports (Audits) 
 The City of Granite Shoals is required to have an independent audit each year.   For the most recent three audits, BrooksCardiel (now BrooksWatson) has been contracted to be the city's auditing firm. For the three years before (circa   2012-2014)  the auditing firm of DarilekButler of San Antonio conducted the audits.  

Audit 2018 (FY 2017-2018) as considered and accepted by unanimous vote by Granite Shoals City Council at their meeting on April 23, 2019.  Here is the corresponding PowerPoint presentation from

Tax Rate

For a multi-year history of the ad valorem (property) tax rate for the City, the Burnet Central Appraisal District has a chart on their website of Granite Shoals and other entities for the last five years.  (Note: This link will take you away from the City website.) 

The City of Granite Shoals contracts with the Burnet County Central Appraisal District for tax collection.  With questions regarding your tax bill for the City, you may contact the office of the Chief Appraiser, Stan Hemphill.  The Burnet CAD has a presence on the internet, the main page is at http://www.burnet-cad.org/index.htm.   


Sales Tax 
The City of Granite Shoals dedicates a portion of the Sales Tax collected in the city for Street Maintenance.  
The City Council of Granite Shoals called a Special Election (ballot.) for May 9, 2015 and voters approved  a proposal to levy a Special Sales tax for property tax reduction.  

On January 26, 2016, the City Council adopted Ord. 681, which called a Special Election for Sales Tax Levy to be placed before the voters at the May 7, 2016 Special City Election.  This election will consist of two Propositions, you can view these as Exhibit 'A' attached to Ord. 681.

Bond Rating
Similar to the credit rating that a person would have; a city has a Bond Rating.  
The most recent bond rating review by Standard and Poors rating agency revealed that the City has been increased two steps to AA-.  Here is the report. from March 12, 2019.   

The previous most recent bond rating review was done in June 2016.  Here is the report. 


             Financial Policies 
City Council makes decisions about how taxes are raised (tax rate ordinances), how it is spent (budgets) and how it is invested.  The Financial Goals and Policies were passed May 13, 2014 by Resolution #446.  The current Investment Policy was adopted on February 26, 2019 as Resolution #610.

Upcoming Project Options for Water System
Mayor Carl Brugger and the City Council Members are currently researching various options for how to finance improvements to the city's water system.   Mr. Craig Bell, the city engineer under contract presented a first draft of options which included 40+ new hydrants and replacement of black line on Shorewood (this line is prone to breaking) but does not include a new water storage tank.  You can see this (map) here.   At the City Council meeting on May 28,  2019, Mr. Traylor, the city's Financial Consultant under contract presented this powerpoint presentation about possible options to finance a water system improvement project.
