 The City of Granite Shoals relies on the energy of its community-oriented citizens.

Without the help of committed citizens; the City would not function. Each Board, Committee and Commission plays a significant role to keep Granite Shoals vital, responsive and responsible. The citizens who serve on these various boards volunteer their time to improve the quality of life for everyone in Granite Shoals. Some of the City of Granite Shoals Boards & Commissions are:

• Golden Anniversary Year (2016) Celebration Event Committee (dissolved in May 2016)
• Sewer Committee (dissolved June 2014)
• City Charter Review Commission (2018-2019)

Some Commissions and Boards are statutorily required (i.e. the Planning and Zoning Commission and the Board of (Zoning) Adjustments) and are very similar in structure and function to similar Commissions and Boards in any other Texas city. Granite Shoals also has specialty committees such as the Wildlife Advisory Committee.

Membership requirements for most boards is that a citizen be a resident of the city or a property owner. The Planning and Zoning Commission requires that members be eligible (registered) voters.

Agendas and Meeting minutes for all Committees are posted on the city website at www.graniteshoals.org look under Agendas and Minutes from the home page.

All Boards and Committees in Granite Shoals operate under the Texas Open Meetings Laws. The City Secretary posts all meeting agendas on the City Hall inside bulletin board, the outside Park Information and Public Notice Board (both 2221 N. Phillips Ranch Road – City Hall), and on the city website.

Airport Advisory Committee - Ord. 686 March 8, 2016

The Airport Advisory Committee was established by Ord. 686, which repealed and replaced Ord. 537, and established an Airport Advisory Committee with a distinct charge. Also, the Ord. 686 committee has up to seven members.

The Committee has a non-voting member from City Council who serves as Council Liaison. This member is Council Member Tom Dillard.

The Committee makes recommendations related to safety matters at the airport. They also were successful in having the airport reclassified to be a ‘Public’ airport. The formal name of the airport was also changed to ‘Granite Shoals / Bob Sylvester Airpark’.

The Airport Advisory Committee customarily meets on the second Thursday of each month.

The city staff support for the Airport Committee is the City Manager, with occasional assistance from the City Secretary for clerical / recording secretary tasks. 


Board of Adjustments – Granite Shoals City Code Section 2.63

Because the City of Granite Shoals has a Zoning Ordinance, the BOA serves as a quasi-judicial body to allow citizens to apply for a variance (exception) from the application of the Zoning Ordinance (Granite Shoals City Code Chapter 40) in cases where there are special circumstances. The Board has five ‘regular’ members and two ‘alternate’ members.

To serve on the BOA, members take an additional ‘class’ from the City Attorney related to BOA regulations. This class is held each year. They also take training in Open Meetings Laws.

The Board meets only ‘as needed’; when a variance application is received. Sometimes months/years can go by without the Board meeting.

The City Manager and City Attorney attend meetings of the BOA, along with the Code Compliance Department officers. The City Secretary acts as recording secretary.

Planning and Zoning Commission
City Code Section 2-75.

The Planning and Zoning Commission meets once a month on the third Tuesday evening from 6 PM to 8 PM, customarily. The members of the Planning and Zoning Commission must be registered voters of the City of Granite Shoals.

Currently the Planning and Zoning Commission is reviewing the entire Zoning Ordinance (Chapter 40 of the City Code) and considering proposed updates.

If you wish to attend a P&Z meeting or if you have questions about zoning, call the Code Compliance Department or the City Secretary's Office at 830-598-2424 x 303.

The Planning and Zoning Commission meets USUALLY on the third Tuesday of each month.  

If you wish to bring an item to Planning and Zoning, such as a re-plat, you must have the application completed and submitted to Code Compliance with the required number of re-plat maps on the second MONDAY of the month. This allows time for Code Compliance to review the re-plat application and allows time for the Utility Department to review service lines and easements. The P&Z Agendas are normally posted on the second Friday of the month.

The City Manager and City Secretary attend the P&Z Meetings. The City Secretary acts as the recording secretary.   Council Member Anita Hisey serves as Council Liaison to the P&Z Commission.

Beautification Advisory Group (BAG)
Ord. 604
The Beautification Advisory Group coordinates volunteers to help city staff maintain landscaping at City facilities. The BAG members often coordinate volunteer activities with the local chapter of the Master Gardeners to improve landscaping at city facilities. The main annual project that the BAG members conduct is the annual ‘Christmas By The Highway’ display.  The 2017 Christmas By The Highway report is here

The BAG meets for numerous work days through the year. These work day meetings are open to anyone interested in volunteering. They have formal meetings (where committee business is considered and action is taken) approximately twice per year (Spring/Fall).

The BAG members have their own Committee Secretary to act as recording secretary during their formal, regular meetings.

Parks Committee
Granite Shoals City Code Sec. 2-82.1 (Ord. 605-A)
Granite Shoals is known by its City motto: The City of Parks. The City has 19 public parks of which about half have water front. Seven of those have boat ramps available.

The Parks Committee conducts the annual Veterans Celebration the Saturday before Veterans Day each year. The Parks Committee holds numerous Work Days during the year to clean, improve, repair, evaluate and beautify the parks. They hold Work Days to repair and paint playground equipment, and any resident is welcome to attend. They hold monthly meetings to consider/act on Committee Business. These meetings are normally held the first Thursday of the month.

The staff liaison who attends the Parks Committee meetings is the Assistant City Manager.
The Parks Committee has a City Council liaison – Council Member Will Skinner.
The Committee has a Secretary who acts as recording secretary.


Streets and Water Advisory Group (SWAG)
Ord. 630 (Committee
The Streets and Water Advisory Group was created by Ordinance 452 to assist Council and staff with planning needs for the City’s water utility and the street maintenance effort(s).

The SWAG normally meets the first Monday of the month, at 4:30 PM in the afternoon.

The staff liaison who attends the SWAG Committee meetings is the Assistant City Manager.
The Group has a Secretary who acts as recording secretary.


Wildlife Committee (aka: ‘Deer Committee’)

The Wildlife Advisory Committee was established in March of 2014. The Committee was charged by City Council to research, in a step-wise manner, options for possible deer management plans for the City.
The WAC was assigned to work with guidance from Texas Parks and Wildlife to determine if the City of Granite Shoals has a deer overpopulation issue, and if so, advise Council on most effective/efficient means of establishing a deer management plan.

The Committee is now completing the second year of Deer Management Program.

The Committee customarily meets the fourth Thursday of the month at 6:30 PM.

The City Secretary acts as staff liaison for the WAC, as well as their recording secretary.
